Nelson County Justice Center

Nelson County Justice Center received its ENERGY STAR® designation in November 2007.  At the time the Nelson County facility was one of only 13 similar facillities in the United States.

The Nelson County Justice Center was constructed to replace Nelson County’s aging and undersized courthouse. The 50,000 square foot Justice Center included two District Court Rooms with capacity to seat 100 plus visitors, Circuit Court with capacity for 100 plus visitors and Family Court Room. Jury facilities and Judge’s chambers with support services were provided for all Court Rooms. Additionally, the Circuit Clerk’s offices with the clerk’s record storage areas were included in the Justice Center.

An energy efficient geothermal HVAC system was installed in the building. Zone control was achieved by the use of geothermal water source heat pumps. Excellent indoor air quality was provided through the use of efficient energy recovery units that utilize waste building exhaust to pre-condition outside air used in ventilation. Additionally, energy was further conserved through the use of a direct digital controls system that allowed time of day scheduling of all mechanical equipment.

The electrical service for the building consisted of a 2000A, 120/208 volt, 3 phase, 4 wire service and an emergency generator for back up to emergency egress lighting, security, and fire alarm systems. Electrical provisions were made for a government owned generator to be brought on site and connected when needed to provide 100% back up of the entire electrical service.

Telecommunications and power for the courtrooms were provided through the raised floor systems to allow complete flexibility. Specialized lighting and zoned control was designed for the courtrooms and rotunda areas. Security System requirements were coordinated with the Administrative Office of the Courts’ security personnel.
